National Policy

National PolicyPolicy and legislation of the European Community forms a framework within which the national waste strategies must be developed and function. These national strategies are produced separately by Northern Ireland, Scotland, Wales and England. There are 2 key legislative/ administrative fields overseeing waste issues these being firstly waste strategic issues covering operations, facilities, and management; and secondly planning development, dealt with through the planning systems. A key issue from a waste and resource management perspective, is whether the planning system will be able to deliver sufficient facilities of the right type, in the right place, at the right time to enable national strategies' objectives to be fulfilled. To fail to meet the biodegradable municipal waste (BMW) reduction targets set by the EU under the Landfill Directive could lead to significant fines for the UK.
