Billingham, UK: SITA UK is to enter consultation with the public, on plans to construct a North East Energy Recovery Centre (NEERC) at Haverton Hill, Teesside, the company announced yesterday.
SITA, a major player in the UK waste industry, is consulting on plans to develop a new state of the art facility adjacent to its existing Tees Valley energy-from-waste (Efw) plant at Haverton Hill, Billingham.
The NEERC would manage up to 256,000 tonnes of household and commercial waste each year and would generate sufficient power to supply a town the size of Hartlepool, according to the company.
21 MW of electricity would be generated and exported to the National Grid from the proposed facility, and a proportion of this energy resulting from the biogenic fraction of the feedstock, would be classified as renewable energy.
Built into development plans will be an option to export heat to a local user - should one be identified - making this a combined heat and power (CHP) facility. In addition ash would be recycled at the existing plant plant and into an aggregate for road building. Further value will be obtained by extracting metals from the ash for recycling.
Subject to the consultation exercise, SITA plans to submit a planning application to Stockton-on-Tees Borough Council in the early summer.
SITA UK, a subsidiary of SUEZ Environment, employs over 5,000 staff and had an annual turnover in excess of £600 million in 2006. Parent company SUEZ Environment, employs over 57,500 people worldwide and in 2006, generated turnover of 11.4 billion euros.
Railhead
Under plans to include a railhead, some wastes can be transported more sustainably to the site - thereby minimising the number of road journeys.

“This project represents a major investment by SITA UK in the Tees Valley and the proposal comes at a time when energy-from-waste is increasingly being acknowledged as a preferred method for dealing with waste that cannot be recycled or composted. It will provide hundreds of jobs during construction and around forty new full-time skilled jobs will be created to operate the Centre.

The existing Efw facility
The existing EfW facility at Haverton Hill has been in operation since 1998 and processes 250,000 tonnes of household waste per year, generating sufficient electricity each year to also power the homes in a town the size of Hartlepool, according to Sita.
The plant is run by SITA Tees Valley which is a joint venture between SITA UK and four local authorities of Stockton, Middlesbrough, Redcar and Cleveland, and Hartlepool.
The facility is currently being extended to provide additional capacity of 136,000 tonnes per year, though this is not part of the NEERC proposals.
In total the extended existing Efw facility and the new proposed facility would have an impressive 642,000 tonnes capacity annually, making it one of the largest in the country.
Public Exhibition
Mr Ingleson continued:
”We will be holding an exhibition to introduce our plans to key partners, stakeholders and residents living near the proposed plant. We are keen to ensure that our neighbours understand exactly what we would like to build and to explain how the new state of the art NEERC will work.”
The plans will be on display and representatives of the company will be available to answer questions at a public exhibition to be held at The Clarences Community Resource Centre, Port Clarence Road, between 2 - 7pm on Wednesday 23 April 2008.
